Adfinis wins tender from canton of Aargau to implement eBau with inosca
Adfinis, a leading Swiss open source provider, has been awarded the contract for implementing the new eBau platform in the canton of Aargau, which replaces the previous SAP-based application.
In the public tender procedure, the canton of Aargau opted for the inosca solution, which prevailed against various providers as the best option. inosca is a successful and established open source solution that is being deployed and further developed on an intercantonal basis. The solution enables the digital planning application process to be implemented efficiently and is already being used in Bern, Solothurn, Uri, Schwyz and Graubünden.
The DIBA project (Digitale Baugesuchsabwicklung = Digital Planning Application Process) aims to optimize the process for issuing planning permits in the canton of Aargau through a user-friendly, digital solution without media discontinuities. This includes not only cantonal planning applications, but also collaboration with the municipalities, some of which currently use different software solutions. The new solution is intended to fully digitize the entire application process from submission to approval and then bundle it on a single platform, all while following the principles of “digital first” and mobile usability.
Open source as the key to innovation and transparency
By opting for inosca, the canton of Aargau is not only pursuing a digital process for issuing planning permits, but also following the principles of “Public Money? Public Code!”. This approach aims to ensure that public funds flow into open source software, whereby software is produced as a public resource that can be reused by other bodies. With its many years of experience in developing and implementing open source solutions in the public sector, Adfinis has established itself as the ideal partner. Expertise in implementing complex, scalable projects and an in-depth understanding of the requirements of public administration ensure a sustainable long-term solution.
Future-proof digital construction processes
Thanks to its modular structure and user-friendly interfaces, inosca enables easy integration into the existing cantonal infrastructure while also providing a future-proof basis for seamless collaboration with the municipalities. The focus on user-friendliness and digital efficiency ensures that the planning permit process is quickly, securely and easily accessible for everyone involved.
As a partner of the canton of Aargau, Adfinis will adapt the inosca platform to the needs of the canton and work with the existing community to ensure that all cantons benefit from the adjustments and expansions while using taxpayers’ money efficiently and transparently. Adfinis is convinced that with this forward-looking solution, the canton is paving the way for sustainable and open digital administration.
The canton of Aargau’s decision in favor of the inosca platform – and thus an open source solution – is a significant step toward greater independence, flexibility and collaboration in the public sector. With inosca, we ensure that public funds are invested sensibly and that the software remains accessible to everyone in the long term.

The project will be further expanded over the next few months, with the aim of introducing the new solution across the board by the start of 2026 at the latest.
