Goal
Until now, building applications, including the necessary paper documents, have been submitted to the Office for Spatial Development in the canton of Uri and circulated by post within the relevant offices and specialist offices. For Paul Walker and his team from the Construction Inputs Coordination Centre, it was clear that this time-consuming and resource-intensive process had to be optimized. A digital solution should put an end to paperwork and reduce the enormous coordination effort. In the long term, the new solution should also be able to be used in other areas and cantons.
Challenge
In order to create synergies between cantons and offices, both the legal framework and the needs of all stakeholders had to be integrated into the process. A flexibly customizable and scalable solution is needed to accommodate the circumstances. The integration into time-tested processes and the migration away from proprietary systems had an aggravating effect. In order not to affect the day-to-day business of the Office for Spatial Development, introduction and use had to be smooth and smooth.
Solution
As an experienced provider of open source services, Adfinis was entrusted with the project. Thanks to an open source-based development, digital sustainability in the sense of flexibility, long-term applicability and maximum efficiency has been ensured. This was made possible, among other things, by migrating data from the more propriating provider Oracle to the more efficient and flexible open source database PostgreSQL. In close cooperation with the Urner Office for Spatial Development, the online tool CAMAC has been adapted to the needs of stakeholders and gradually integrated into the existing systems.
